Two irreconcilable enemies, operative-lieutenant Voronovskiy and recidivist thief Chuma, are forced to infiltrate the Bandera gang underground together. Their goal is to prevent major terrorist attacks against representatives of the Soviet government, the garrison of internal troops and the local population.
